What CBAM covers
CBAM is the EU's carbon border adjustment: importers of covered goods must report the CO₂ embedded in steel, cement, aluminium, fertilizers, hydrogen, and electricity, then buy certificates linked to the EU carbon price. It is how Brussels tries to stop heavy industry from dodging the ETS by moving emissions offshore.
